E&E FACILITY SUPPORT SVCS MANAGER

The Arkansas Department of Energy and Environment (E&E) Facility Support Services Manager is responsible for planning, coordinating, and managing multi-facility operations; directing facility activities and programs; and planning the use of materials and resources. This position is governed by state and federal laws and department policy.

Typical Functions:

Manages a small staff, interviews and hires personnel, prepares work schedules, assigns specific duties, and evaluates performance. Communicates with vendors to research and locate more efficient heating and air systems, LED lighting, natural landscapes, environmentally sound ways of providing cleaning services, recycling, and pest management. Recommends new or improved processes, maintenance, equipment, systems, items, services purchase, and replacements to reduce energy costs. Answers inquiries pertaining to department policies and services and resolves customer complaints. Reviews financial, sales, and activity reports to measure productivity and goal achievement and determine areas needing cost reduction and program improvement. Manages facility, vehicle/watercraft safety, security, and maintenance by establishing building identification card (ID) badge access and other security measures; arranging contract services for facility and fleet repair, cleaning, and regular maintenance; designating parking areas for the fleet; overseeing fleet use; assisting staff with fleet issues; evaluating processes, services, and readiness; and recommending action to ensure continued support to the department. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of environmental and energy efficiency trends and resources. Knowledge of state and federal procurement and inventory control policies and procedures. Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources. Knowledge of safety and security protocols. Knowledge of supervisory practices and procedures. Knowledge of customer service skills. Ability to research, analyze, establish, and evaluate comprehensive operational systems, policies, and programs and recommend appropriate actions to support the department’s mission. Ability to compile, analyze, and prepare reports and maintain records and files. Ability to provide information concerning state, federal, and department policies, services, functions, and resources of the facility. Ability to plan, organize, and oversee the work of subordinates and coordinate work activities. Ability to communicate orally and in writing.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, environmental science, facility management, or a related field, plus four years of progressively more responsible experience in facility operations or facility management, including one year in a managerial, supervisory, or leadership capacity.

Required Certificates:

Must possess a valid Arkansas driver’s license. Additional requirements determined by the department for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
