E&E DIRECTOR OF COMPLIANCE

The Arkansas Department of Energy and Environment (E&E) Director of Compliance is responsible for overseeing the department's fiscal and compliance offices. This position is governed by state and federal laws and department policy.

Typical Functions:

Supervises subordinate fiscal and compliance personnel. Develops and modifies department policies, ensuring fiscal and compliance operations align with department objectives. Provides leadership transforming department policies and resources, encouraging operational efficiency and accountability in compliance with applicable laws and regulations. Implements department programs and initiatives in conjunction with other managerial personnel and subordinate personnel, ensuring compliance with applicable federal and state laws. Develops, in coordination with corresponding state departments, fiscal budgets, biennial budgets, annual operations plans, and other strategic deliverables. Coordinates with federal government agencies to administer E&E’s portfolio of grants. Testifies before the General Assembly on matters pertaining to the department. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and techniques. Knowledge of personnel, budgetary, and other fiscal procedures. Knowledge of state and federal environmental laws, rules, and regulations. Knowledge of the principles and practices of organizational management. Ability to evaluate the effectiveness of programs. Ability to interpret and apply state and federal laws. Ability to develop and implement program policies and procedures. Ability to communicate with others concerning pollution control and environmental programs. Ability to supervise subordinate professional, paraprofessional, and administrative support staff.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, accounting, or a related field, plus six years of progressively more responsible work experience. Additional requirements determined by the department for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OF PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
