E&E ASSOCIATE DIRECTOR ENERGY

The Arkansas Department of Energy and Environment (E&E) Associate Director Energy is responsible for overseeing energy program operational activities and generating grant applications for federal and state programs. This position is governed by state and federal laws and department policy.

Typical Functions:

Coordinates the alternative fueling vehicle (electric assist as well as compressed natural gas) infrastructure mapping, design, and location, enabling a more reliable alternative fueling network and reducing petroleum based fuel consumption and dependence on foreign energy sources. Directs a professional staff by assigning and reviewing projects or assignments, hiring, counseling, providing training opportunities, and evaluating their performance. Generates energy-related partnerships within state-supported institutions of higher education that seek energy sector grant funding for cultivation of workforce development and education opportunities within Arkansas. Facilitates legislatively mandated energy efficiency requirements for all utilities within state government departments. Develops execution methods for residential and commercial building code enhancements. Facilitates program refinement for the department’s weatherization programs that coincide with the United States Department of Energy’s national operations. Targets accessible renewable energy infrastructure companies to locate additional job producing facilities within Arkansas. Executes the strategic energy plan as requested by the Office of the Governor. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of federal and state grant and contract requirements and practices. Knowledge of the principles and practices of federal grants management. Knowledge of supervisory and organizational practices and procedures. Knowledge of federal and state laws for energy conservation programs. Ability to develop and execute programs to meet public needs and comply with regulations. Ability to monitor energy-related programs, identify problematic areas, and devise solutions. Ability to generate operational activities and assign work for subordinate supervisors. Ability to interpret and apply laws, rules, and policies to specific situations. Ability to prepare and present information and reports orally and in writing. Ability to manage budgets and monitor funding sources. Ability to plan, direct, and evaluate the work of professional staff.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degreein business administration, management, finance, mathematics, or a related field; plus eight years of progressively more responsible work experience in an energy related area, including four years in a managerial capacity.
