Typical Functions:

Supervises a small to medium-sized professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, and evaluating the performance of incumbents. Develops the state operational plan pertinent to a specialty area in the Vocational Education Division to ensure the establishment of appropriate goals and development of plan of action to achieve those goals. Establishes and reviews program standards, evaluation criteria, curriculum guidelines, and updates for new and expanded vocational education programs for a specialty area. Monitors and evaluates programs by reviewing reports and conducting on-site visits to assess compliance with state and federal laws and agency policy and investigates complaints. Provides technical assistance to schools by interpreting legislation and policy pertaining to specialty area and providing information and assistance with grant applications. Plans and may conduct teacher in-service training workshops by assessing training needs and scheduling and promoting training activities. Determines and requests staff, material, and equipment needs for operations managed to contribute to the formulation and justification of budgetary requests for the agency as a whole. Develops and recommends new and revised policies and procedures to respond to changes in program needs, objectives, and priorities and to improve effectiveness of programs. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of human resources and organizational management. Knowledge of vocational education specialty area being managed. Knowledge of federally funded assistance program application requirements and procedures. Knowledge of agency policies and procedures relating to specialty area. Knowledge of federal and state laws and guidelines governing specialty area. Ability to develop and implement new and revised goals, policies, and procedures pertaining to specialty area. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to evaluate and assess effectiveness of specialty area programs. Ability to interpret and apply federal and state laws and agency policy. Ability to plan and conduct training sessions and workshops.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in vocational education; plus four years of experience in the field of education, including two years in a supervisory or leadership capacity. Must have a valid Arkansas Teaching Certificate issued by the State Board of Education as in accordance with ACA 6-11-105 and 6-11-106. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
