DOC CORRECTIONAL WARDEN

The Arkansas Department of Correction/Department of Community Correction (ADC/DCC) Correctional Warden is responsible for directing the operations of a correctional facility. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

Constant twenty-four (24) hour on-call duty is required. Occasional contact with families of inmates/residents and exposure to personal injury are required.

Typical Functions:

Directs and monitors all operations of a correctional unit by interpreting correctional laws and regulations, developing and disseminating unit goals and policies and procedures, monitoring program operations through observation of activities, reviewing reports, and using corrective action as needed. Directs the activities of a large protective service, service maintenance, skilled craft, and administrative support staff through lower-level managers and supervisors by approving hire recommendations, reviewing performance evaluations, evaluating the performance of immediate subordinates, and reviewing and approving/disapproving a variety of actions recommended by subordinates. Reviews and approves/disapproves personnel actions recommended by supervisory staff regarding staff and residents/inmates. Prepares budget and monitors fiscal allocations throughout the year. Evaluates program effectiveness by compiling and analyzing activity reports, comparing the results with program objectives, and making changes in accordance with current policy and American Correctional Association (ACA) standards. Investigates complaints and major incidents, provides counseling for residents/inmates to resolve problems, and makes decisions about corrective actions and documentation. Conducts weekly inspections of the facility to ensure cleanliness, maintenance, fire, safety, and security needs are met. Conducts monthly staff meetings, disseminates policy changes, and receives feedback about program operations from subordinates to resolve problems. Reviews and responds to inmates/resident’s and staff’s grievances and disciplinary actions, counsels with inmates/clients to resolve problems, and makes final decisions pertaining to corrective actions. Reviews all goals and objectives to ensure proper education and training is provided for all staff. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of organizational management, criminal justice, and rehabilitation. Knowledge of state and federal laws governing correctional institutions. Knowledge of correctional security, policies and procedures, and other public safety methods and techniques. Knowledge of the psycho-social behavior of incarcerated individuals. Knowledge of state budgetary and purchasing policies and procedures. Knowledge of supervisory practices and procedures. Ability to coordinate the multiple programs, systems, and services of a correctional facility. Ability to prepare, review, analyze, and/or approve budget, expenditure, and purchasing requests. Ability to investigate and determine cause/source for accidents/incidents. Ability to plan, organize, and oversee the work of lower level supervisors and subordinates. Ability to update security changes and present oral and written reports. Ability to supervise and monitor residents/inmates activities. Ability to interpret laws and regulations and develop unit policies. Ability to perform correctional security and public safety activities.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in criminal justice, sociology, psychology, business administration, or a related field; plus seven years of experience in correctional security, law enforcement, or a related field, including four years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
