DLL WCC ADMINISTRATIVE LAW JUDGE

The Workers Compensation Commission (WCC) Administrative Law Judge is responsible for hearing cases and rendering official decisions/opinions pursuant to the Arkansas Tax Procedure Act and the Arkansas Administrative Procedure Act. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Presides over public and non-public hearings by hearing testimony of witnessed, questioning witnesses, hearing argument of attorneys and witnesses, resolving procedural questions, reading legal and administrative documents, and ruling on post-hearing motions. Review claim cases by reading files and legal briefs, conducting legal research, and conducting pre-hearing conferences with legal representatives of both parties, if necessary, to further define issues. Attends legal seminars and conferences and reads legal, technical, and professional publications to continue legal education as required by law. Grants or denies postponements and continuances based on facts presented and need for additional information. Develops major plans, goals and objectives for programs, forecasts service needs, and monitors and evaluates program effectiveness. Maintains appropriate contact with federal, state and local officials and other members of the community. Interprets goals, policies and programs so as to accurately communicate the agency mission. Represents the agency in meetings, committees, conferences, and workgroups. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of Worker Compensation law and administrative procedures. Knowledge of Arkansas tax laws, regulations, and precedents. Knowledge of principle organizational and management practices. Ability to preside over hearings. Ability to prepare oral and written information and reports. Ability to communicate to a diverse group of people. Ability to analyze data, prepare reports.

Minimum Qualifications:

Licensed to practice law and admitted to the Arkansas State Bar in accordance with ACA 16-22-201. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
