DLL MANUFACTURED HOUSING SPEC

The Manufactured Housing Specialist is responsible for inspecting manufactured housing units, conducting regulatory visits to retailers of manufactured homes, and investigating consumer complaints. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

Frequent in-state and occasional out-of-state travel is required.

Typical Functions:

Conducts on-site inspections of manufactured housing production plants/units to determine compliance with building codes and manufacturer’s installation specifications for electrical wiring, appliances, plumbing, heating and cooling systems, and structure. Prepares and submits inspection reports. Examines manufacturers’ building plans and quality assurance programs for compliance with regulations and generally accepted standards. Identifies inspection exceptions and issues citations to manufacturer, performs follow-ups to ensure corrective action has taken place, and writes reports describing findings of inspection. Investigates reported malfunctions in units bought from dealers and verifies that repairs meet established standards. Ensures interstate standardization of manufactured home inspection procedures by participating in surveys of other state’s inspection processes and reporting differences in procedures. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of federal regulations and laws governing certification and licensure of manufacturer’s and retailers of manufactured homes. Knowledge of survey and inspection standards and procedures. Knowledge of manufactured home construction standards and procedures. Ability to conduct on-site inspections of production plants and retail outlets of manufacturers’ installation specifications. Ability to read design specifications and prepare oral/written reports.

Minimum Qualifications:

The formal education equivalent of a high school diploma; plus five years of experience in construction, inspection or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
