DLL MANUFACTURED HOMES COMMISSION DIR

The Manufactured Homes Commission Director is responsible for administering the Federal Manufactured Home Construction and Safety Standards and the Federal Manufactured Home Procedural and Enforcement Regulations. This position is governed by state and federal law and agency/institution policy.

Typical Functions:

Develops programs and procedures for the inspection and certification of manufactured homes manufactured in the state. Supervises a small technical/administrative support staff by interviewing, hiring/terminating, training, assigning and reviewing work, counseling, and evaluating the performance of incumbents. Establishes certification and licensing requirements for manufacturers, dealers, installers, and salespeople and respective fees upon the approval of the commission. Complies documentation regarding manufacturer’s violation the law, schedules hearing, and presents evidence; writes the Finding of Fact document after consultation with the commission and Attorney General’s Office. Prepares and presents biennial budget, develops rules and regulation revisions. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of federal regulations and laws governing the construction of mobile homes. Knowledge of mobile home industry. Knowledge of supervisory practices and techniques. Ability to supervise a subordinate professional and administrative support staff. Ability to develop and enforce standards and procedures for the inspection and certification of manufactured home and manufacturers. Ability to analyze financial information and prepare reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration or a related field; plus five years of experience in the inspection or construction of mobile homes or a related field, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
