DLL BD OF BARBER EXAM SECRETARY

The Board of Barber Examiners Secretary is responsible for ensuring the protection of the public consumers of barbershop facilities from unsafe and unsanitary conditions. This position is governed by state and federal laws and agency policy.

Typical Functions:

Directs the activities of staff by interviewing applicants, hiring, terminating, assigning and reviewing work, training, and evaluating the performance of incumbents. Controls the licensing of barbers by assisting in renewal of license, administering written and practical examination of applicants, and interviewing. Assists in developing barber school curriculum and post-secondary educational requirements for barbers and barber instructors. Coordinates inspections of barbers, barber shops, and schools in order to enforce compliance with sanitary operating procedures and to ensure rules and regulations are followed. Manages and prepares fiscal and biennium budget. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of practice of barbering and associated sanitation and safety practices. Knowledge of state laws, rules and regulations governing operations of barbershops and barber schools, public relations. Ability to operate a motor vehicle. Ability to inspect operations of barber schools and barbershops for compliance, cite violations and take appropriate corrective action. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to maintain accurate records. Ability to prepare written reports. Ability to handle routine and sensitive contacts with and inquiries from barber school personnel, barbershop owners, barbers, public and government officials.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public administration, business administration or a related field; plus two years of experience in regulatory operations, including one year in a supervisory capacity. OR The formal education equivalent of a high school diploma; plus seven years of experience as a practicing barber in a licensed barbershop, including two years in a supervisory capacity.

Required Certificates:

Must be certified as a Registered Barber by the State Board of Barber Examiners in accordance with ACA 17-20-301. Must possess a valid Arkansas driver’s license.
