DLL AREC DEPUTY EXECUTIVE DIRECTOR

The Arkansas Real Estate Commission (AREC) Deputy Executive Director is responsible for administration of the real estate license law, time-share law, recovery fund, Commission regulations, real estate education program, and assisting in directing the operation of the commission. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Directs the activities of a professional and administrative support staff, including interviewing, making recommendations for hire, evaluating the performance of subordinates, and reviewing and approving/disapproving a variety of actions, policies, and procedures. Interprets real estate license laws, continuing education law, time-share law, and Commission regulations as well as state and federal laws and regulations and establishes and/or revises agency policies and procedures as necessary. Provides technical assistance to agency personnel, members of the public, real estate licensees, media contacts, state officials, and others as required. Oversees the time-share registration program and develops and monitors real estate continuing education programs. Oversees collections of bad checks, disciplinary fines, and monies owed to the AREC recovery fund. Develops and maintains agency compliance with required state information technology policies and procedures. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the real estate license law, Commission regulations, and state laws and procedures as they apply to AREC. Knowledge of the principles and practices of human resources, organizational management, and state budget and fiscal requirements. Knowledge of techniques involved in developing continuing education programs. Ability to interpret real estate license law, Commission regulations, and state laws and regulations. Ability to respond both verbally and in writing to members of the public, real estate . licensees, media contacts, and state officials Ability to communicate on sensitive legal matters and technical issues.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, or real estate related area; plus five years of experience in real estate or a related area, including two years in supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
