DHS FIELD MANAGER

The Department of Human Services (DHS) Field Manager is responsible for directing the operation of social service programs within the Department of Human Services. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a medium to large staff of professional and administrative support personnel including interviewing applicants and recommending for hire, approving leave, making work assignments, and evaluating the performance of incumbents. Monitors unit budget and reviews, verifies, and approves unit expenditures, advises management of potential budget problems, and makes budget recommendations. Conducts staff meetings, reviews and interprets policies, disseminates information and provides in-service training for staff. Provides technical assistance and information concerning regulations and guidelines related to child welfare programs, reviews reports, assists with developing and evaluating program activities, and approves and oversees the implementation of corrective actions. Receives complaints, identifies problems, confers and coordinates with attorneys and others to solve problems, and recommends appropriate action. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws and regulations governing the administration of social service programs. Knowledge of supervisory practices and procedures. Knowledge of state budgetary policies and procedures. Ability to plan work unit objectives and operational activities and to assign/direct the work of subordinates. Ability to understand statistical information and prepare reports. Ability to investigate complaints, analyze findings, identify problems, and recommend appropriate action. Ability to prepare a budget and monitor expenditures.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, social work, sociology, or a related field; plus four years work experience in human services or a related field, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
