DHS/DYS EDUCATION MANAGER

The Department of Human Services (DHS) / Division of Youth Services (DYS) Education Manager is responsible for directing the operations of a residential institution. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Plans, develops, and coordinates implementation of short and long term objectives to ensure they meet annual program goals and evaluates program effectiveness and compliance with state and federal regulations. Plans and directs the work activities of a small-sized managerial staff to facilitate institutional goals, consistent application of division policies and procedures, and service delivery. Makes budgetary recommendation to division, including analysis of operational budget based on identification of program needs. Develops, interprets, and evaluates program policies and procedures for compliance with federal and state regulations related to program and operational functions. Provides technical assistance to institution superintendents, board members, and elected officials concerning service delivery and operations. Compiles various reports and proposals and makes oral presentations. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of applicable state and federal regulations governing programs of operation. Knowledge of the principles and practices of personnel and fiscal management. Knowledge of grant writing and development. Knowledge of research and analysis techniques. Ability to evaluate the effectiveness of institution programs and services. Ability to develop institution budgets. Ability to prepare and present oral and written information.

Minimum Qualifications:

The formal education equivalent of bachelor’s degree in public administration, business administration, or a related area; plus five years of experience in program administration, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
