DHS DEPUTY DIRECTOR

The Department of Human Services (DHS) Deputy Director is responsible for the administrative functions and operational activities of assigned agency divisions. This position is governed by state and federal laws and agency policy.

Typical Functions:

Directs the activities of divisional personnel through subordinate administrators and managers by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees. Develops and implements policies and procedures to achieve strategic agency goals. Ensures compliance with state and federal rules and policies governing administrative functions. Monitors division programs and service delivery to identify areas of improvement. Develops annual operating budget for assigned divisions and works through legislative process to ensure timely review and adoption. Responds to inquiries from elected officials, staff, and clients concerning agency programs and service delivery. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of principles and practices of human resources, organizational, and fiscal management. Knowledge of state and federal laws and policies pertaining to the delivery of human services. Ability to plan, organize, and direct the work of a professional staff. Ability to establish program goals and objectives supporting strategic plans. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to interpret and apply laws and regulations. Ability to organize and present clear and concise oral and written reports of findings and recommendations. Ability to establish and maintain working relationships with others.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, management or a related field; plus ten years of progressively more responsible administrative and operational experience, including five years in a professional managerial capacity.
