Typical Functions:

Participates in the strategic planning process to set the short and long range goals of the agency; provides coordination and facilitation for cross divisional initiatives bringing necessary key staff together for optimal success. Works with the division director to set Belief Based Performance Outcomes for the division and monitor the data for the priorities set, monitors current program and service delivery outcomes to identify areas of improvement. Supervises staff by interviewing, hiring, training/providing training, making work assignments and evaluating the performance of incumbents. Implements policies and procedures to comply with federal and state regulatory legislation applicable to section programs, assists in the preparation of and with the introduction of new legislation relative to assigned programs, and ensures section’s compliance to all governing laws and agency policies and procedures. Reviews inquiries from executive, legislative and congressional officials and staff, investigates and analyzes situations, and recommends solutions. Attends Legislative meetings and works with constituency groups to achieve positive service outcomes for clients. Maintain external relationships with other agencies, individuals and organizations, resolves conflict situations through management meetings with division staff. Responsible for decisions and final recommendations, which may result in the formulation of strategic plans of action to achieve the goals of the agency; responsible for the annual operating budget of the department. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of organizational management and public administration. Knowledge of federal and state laws and regulations for human services programs. Knowledge of the principles and practices of budget administration with special reference to governmental procedures, practices, and objectives. Knowledge of the principles and practices of long-range planning. Knowledge of the principles and practices of organizational management. Ability to evaluate the performance and effectiveness of employees and service delivery systems. Ability to lead and/or direct and organize program activities. Ability to plan, organize and direct the work of the professional and administrative support staff. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to communicate effectively and to represent the division at public and official functions.

Minimum Qualifications:

The formal education equivalent of a master’s degree in business, sociology, psychology, public administration or a related field; plus seven years of progressively more responsible experience in social service programs, including four years in a professional managerial capacity.
