DHS DDS SUPT HDC

The Department of Human Services (DHS) / Division of Developmental Disabilities Services (DDS) Superintendent of the Human Development Center is responsible for overseeing the operations for the Arkadelphia Human Development Center, an Intermediate Care Facility for psychologically disabled individuals. This position is governed by state and federal laws and agency policy.

Special Job Requirements:

This job requires the superintendent remain on-call for the entire twenty-four hour day and work an unstructured schedule that will require weekends and holidays.

Typical Functions:

Oversees the operation of the institutional care facility for the developmentally disabled. Conducts staff meetings and conferences with supervisors regarding the facility operations. Makes inspections and problem resolutions for the daily operations of the facility. Establishes and maintains operational policies in compliance with divisional goals, helping to ensure that the facility remains in full compliance with both federal and state goals. Supervises a set of offices, services, and individuals working specifically within the division. Ensures compliance for Commission on Accreditation of Rehabilitation Facilities guidelines. Develops skill enhancing training activities for subordinate managerial personnel. Prepares monthly reports and an annual budget analysis for the division director. Monitors an annual operating budget in excess of ten million dollars. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of theoretical treatments for psychological disabilities. Knowledge of established treatments for psychological disabilities. Knowledge of numerous state procedures involving financial issues. Knowledge of federal and state laws and regulations specifically dealing with both psychologically disabled individuals and public residential institutions created for them. Ability to supervise a residential institution for individuals with psychological disabilities. Ability to utilize particular techniques that have been previously proven useful for personal communication on a daily basis with individuals with developmental disabilities.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in psychology, sociology, or a related field; plus four years of experience in the field, including three years in a supervisory role. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Required Certificates:

Licensed as a Nursing Home Administrator.
