DHS DDS DIR CLIENT SERVICES

The Department of Human Services (DHS) / Developmental Disabilities Services (DDS) Director of Client Services is responsible for managing specialized services for adults with developmental disabilities and for managing the Alternative Community Services Home and Community Based Waiver Services programs, policies, and procedures. This position is governed by state and federal laws and agency policy.

Typical Functions:

Directs and coordinates section activities through supervisors by assessing service and financing needs, establishing goals, objectives, and short and long-range plans, reviewing and evaluating program effectiveness, and making adjustments, as necessary. Approves annual/biennial budgets and cash flow plans; monitors expenditures. Determines staffing necessary to meet needs and maintain quality and efficiency in services, directs employee orientation, and provides training for new employees. Establishes program standards, policies, and procedures to meet medical and professional standards, reimbursement requirements, state and federal regulations, and sound business practices. Serves as a liaison with the Federal Health Care Financing Administration in on-going educational activities that improve and expand waiver service opportunities. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal guidelines and regulations governing the delivery of developmental disabilities services. Knowledge of the principles and practices of human resources, organizational, and fiscal management. Knowledge of state government budgetary practices. Ability to analyze, evaluate, and manage program and service effectiveness and compliance. Ability to project and monitor program expenditures and prepare budgets. Ability to supervise employees, administer work plans, and evaluate progress.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in health care administration, public administration, business administration, or a related field; plus eight years of progressively more responsible experience in health care administration, public administration, or a related field, including four years in a professional managerial capacity.
