DHS/DCC ASSISTANT DIR FINANCE & ADMIN

The Department of Human Services (DHS) / Division of Child Care (DCC) and Early Childhood Education Assistant Director of Finance and Administration is responsible for providing financial operational support to all units within the division. This position is governed by state and federal laws and agency policy.

Typical Functions:

Supervises all divisional finance and administration unit personnel. Prepares the budget for the Division of Child Care and Early Childhood Education and monitors all divisional expenditures against the budget. Oversees fiscal reports in an attempt to ensure complete compliance with both federal and state requirements. Provides administrative guidance to additional division supervisors on both personnel and fiscal related operations. Reviews technological aspects of existing programs in an attempt to improve performance. Represents the interest of the division with other state agencies, provider groups, and the community. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the Arkansas Administrative Statewide Information System (AASIS). Knowledge of federal and state laws. Knowledge of payroll, personnel, budget, and financial management. Knowledge of state personnel policy and procedures. Knowledge of the Fair Labor Standards Act. Ability to clearly communicate with personnel through oral and written methods. Ability to analyze and solve problems dealing with legal and fiscal complexities in contracts. Ability to analyze and interpret both business manuals and state governmental regulations. Ability to analyze and interpret financial reports specifically related to human services.

Minimum Qualifications:

The formal education equivalent of a master’s degree in business administration, public administration, accounting, finance or a related field; plus six years of progressively more responsible experience in accounting or financial operations, including three years in a professional managerial capacity.
