DHS/DAAS DEPUTY DIRECTOR

The Department of Human Services (DHS) / Division of Aging and Adult Services (DAAS) Deputy Director is responsible for directing, organizing and coordinating the financial and personnel operations of the Adult Protective Services Program, Ombudsman Program, home and community based waiver programs for the elderly and aging and other programs serving the needs of seniors. The position is governed by state and federal laws and agency policy.

Typical Functions:

Under supervision of the Division Director, implements reform initiatives in Long Term Services and Supports (LTSS) for DHS; participates in the process to implement specific short and long range objectives that meet timelines and benchmarks for quality, efficiency, effectiveness, and budgetary savings; works with the Division Director to set Performance Outcomes for LTSS reform and monitor progress; monitors and tracks current program and service utilization and delivery outcomes to identify areas of improvement and track budgetary savings goals through the use of the intradepartmental dashboard. Evaluates LTSS program services and identifies areas in need of improvement and submits to the Division Director for approval; may initiate special studies to ensure program compliance with state and federal laws and guidelines; develops and modifies agency-wide policies, procedures, regulations and standards related to LTSS services and reform program compliance with state and federal laws and guidelines. Supervises and directs the activities of personnel and programs engaged in implementing and monitoring the State Long Term Care Ombudsman Program and Adult Protective Services which intervene in life and death situations; develops and recommends new and revised statutes, policies and procedures to respond to changes in operational needs, objectives and priorities, and to improve the effectiveness of program operations; works closely with other DHS Divisions and services, in particular the Office of Chief Counsel, to effectively carry out programs and ensure program compliance with state and federal laws and guidelines. Supervises and directs activities of personnel and programs to improve the health and wellbeing of Arkansas seniors, including the Older Americans Act, Senior Medicare Patrol, Aging and Disability Resource Center, and to ensure compliance of programs with state and federal laws and guidelines. Represents DHS in interactions with industry groups, stakeholders, senior organizations, the Arkansas Legislature, other governmental agencies at the federal, state and local level, and the media. Develops annual operating and biennial budgets; testifies before the legislature regarding budget information and responds to financial inquiries from the Capitol on an ongoing basis, especially during legislative sessions. Supervises a medium sized staff by interviewing, hiring, training/providing training, making work assignments, and evaluating employee performance. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of organizational management and public administration. Knowledge of supervisory practices and procedures. Knowledge of state and federal laws, rules, regulations, policies, and procedures related to accounting and fiscal management, budget development and maintenance, and procurement and asset management. Knowledge of Long Term Services and Supports’ programs and services administration. Knowledge of laws, principles, and techniques related to community based service programs. Knowledge of quantitative and qualitative research and analysis methods and related database operations. Ability to develop, implement, interpret, and apply state and federal laws and administrative and operational policies related to service areas. Ability to monitor roles and relationships of state and national policy-making and implementation processes regarding community based programs. Ability to apply quantitative and qualitative research and analysis methods and utilize related databases to produce results. Ability to oversee budgetary processes, including preparing and justifying requests and monitoring of operating budget. Ability to plan and direct the work of community based program professionals and division staff.

Minimum Qualifications:

The formal education equivalent of a master’s degree in public administration, social work, public health, geriatrics or a related field; plus seven years of progressively more responsible experience in human services program management, including four years in a professional managerial or supervisory capacity.
