DHS ASST DEP DIR FIN SUPPORT SYSTEM

The Department of Human Services (DHS) Assistant Deputy Director for Financial Support Systems is responsible for the legal administration of all contracts and purchase orders related to the management structure for the Department's Division of Administrative Services (DAS). This position is governed by state and federal laws and agency policy.

Typical Functions:

Directs development and administrative compliance monitoring as well as conventional and electronic archiving for thirteen hundred departmental contracts and sub-grants totaling approximately six hundred fifty million dollars. Directs the daily operations of all Contract Support Section functions, including evaluating and administering any necessary developments. Directs conventional annual purchasing of all departmental commodities and technical services of twenty-two hundred orders worth thirty-eight million dollars. Administers agency policy compliance for numerous facilities management functions including performing as the legislative liaison for all agency contracts and sub-grants subject to legislative review under the Arkansas procurement law. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the Arkansas Administrative Statewide Information System. Knowledge of federal and state laws. Knowledge of how to almost instantaneously locate, if necessary, federal and state laws. Knowledge of the effects of the interactions between financial management functions, material management functions, and payment functions. Ability to analyze and solve problems dealing with legal and fiscal complexities in contracts. Ability to effectively communicate for proper departmental representation at contracting and purchasing functions predominantly associated with numerous both government agencies and private companies explicitly using the English language.

Minimum Qualifications:

The formal education equivalent of a master’s degree in business administration or systems management; plus five years of progressively more responsible experience in the management of purchasing operations and administration, including two years in a professional managerial capacity.
