DHS ASSISTANT DIRECTOR CMS

The Department of Human Services (DHS) Assistant Director for Children's Medical
Services (CMS) is responsible for overseeing the administration for the Early Intervention
Program, the Early Childhood Special Education Program, and the Title Five Child and
Maternal Health Program. This position is governed by state and federal laws and agency
policy.

Typical Functions:

Oversees full direction for the early intervention program, the early childhood program, and the title five program; all include individuals of the ages zero to 21. Provides direction for the implementation of numerous policies and procedures. Controls all movement for the divisional budget as well as additional funding resources. Identifies individual personnel or overall divisional weaknesses, develops a potential solution for alleviating the problem, and then integrates it for proper problem resolution. Delivers presentations regarding divisional progress to numerous executive level personnel, including state legislators and federal administrators, in addition to the general public. Develops numerous methods intended for analyzing and monitoring all divisional programs. Attends numerous types of meetings on a consistent basis with the other assistant directors. Creates numerous monthly reports for the department director, including the annual budget. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of numerous methods useable for financial and accounting principles. Knowledge of system design inclusive of automation specific to divisional programs. Knowledge of federal and state laws concerning individuals with developmental disabilities. Knowledge of proven methods for creating and modifying multiple types of programs intended for assisting people with developmental disabilities. Ability to communicate effectively with people with developmental disabilities. Ability to communicate effectively with the families of people with developmental disabilities. Ability to identify a problem before actual occurrence of the problem. Ability to understand information presented through potentially unclear spoken words. Ability to combine seemingly unrelated variables in an attempt to develop conclusions. Skill in written and oral communication. Skill in discovery and remediation techniques. Skill in uncommon organizational management methods. Skill in research, analysis, and strategic planning techniques.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in education, psychology, sociology or a related field; plus five years of experience in early childhood program operations and administration, including three years in a managerial capacity.
