DHE ASSOCIATE DIRECTOR

The Department of Higher Education (DHE) Associate Director is responsible for coordinating the activities of the Institutional Finance staff of the Department of Higher Education. This position is governed by state and federal laws and agency policy.

Typical Functions:

Compiles, analyzes, and publishes biennial Academic Cost Accounting Report for Senate Education and House Education subcommittees. Develops uniform accounting procedures and reporting formats and conducts and prepares Facilities Audits Report. Supervises the Financial Manager and Coordinators of Institutional Finance. Develops statewide higher education finance policies in conjunction with institutions of higher education. Provides technical assistance to Institutional Finance Officers, state and federal agencies, and Arkansas Department of Higher Education staff. Provides training for finance staff in the institutions related to use of cost accounting and facilities audit software as well as biennial appropriation request procedures. Reviews and analyzes the financial data of universities. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of financial practices. Knowledge of college and university organization, policies, and practices. Knowledge of legislative process. Knowledge of computer applications. Ability to communicate effectively, both orally and in writing. Ability to speak before groups and to facilitate meetings. Ability to explain policies, procedures, and statistics to institutional administrators and to legislators. Ability to supervise a subordinate professional and administrative support staff.

Minimum Qualifications:

The formal education equivalent of a master’s degree in education, business or a related field; plus three years of experience in the education field, including four years in a supervisory capacity. The formal education equivalent of a master’s degree in education, accounting, business administration or a related field; plus six years of progressively more responsible experience in higher education financial operations or educational operations, including three years in a professional managerial capacity.
