DFA TAX RESEARCH ANALYST

The Department of Finance and Administration Tax Research Analyst is responsible for developing forecasts of general and special revenues, tax revenue research, and data manipulation. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Researches and surveys economic and financial publications and enters statistical data into files. Analyzes financial information and interprets results to develop state revenue forecast by using various statistical techniques. Monitors state revenue forecast, tax collections, and income tax holdings by reviewing financial reports and submits findings to the Tax Research Administrator. Prepares monthly reports on tax and state economic conditions, compares to original projection, and determines variance from forecast. Compares average interest rates of state financial institutions versus national market funds for investment purposes. Responds to tax research requests and surveys from the public, media, and governmental entities. Makes recommendations to management regarding cost saving or profit generating opportunities and profitability improvement strategies. Attends legislative committee meetings. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of economic theory and practice. Knowledge of statistical techniques and their application to economic modeling and forecasting. Ability to prepare fiscal and economic forecasts. Ability to prepare, present, and review oral and written information and materials. Ability to develop econometric models to analyze economic conditions. Ability to analyze financial data and market conditions to evaluate potential investments for state funds. Ability to utilize personal computers. Ability to utilize the Arkansas Administrative Statewide Information System (AASIS).

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in mathematics, finance, economics, or a related field; plus three years of experience in economics, finance, statistics, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
