DFA STATE REVENUE OFFICE ADMINISTRATOR

The Department of Finance and Administration (DFA) State Revenue Office Administrator is responsible for problem solving with the general public and directing the activities of the State's Revenue Offices in the collection of fees for driver services, motor vehicles, sales and use tax and real estate stamps. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Oversees/directs the activities of 134 State Revenue Offices, five district managers’ offices, four administration employees and 480 state revenue office employees to ensure that taxpayer services are delivered to secure the issuance of motor vehicle license and driver license for Arkansas taxpayers. Assists taxpayers and employees by providing and interpreting technical and/or legal information regarding laws and regulations for the issuance of all motor vehicle/drivers license. Provides leadership/assistance to district managers to ensure proper staffing is provided to state revenue offices and that adequate service is being provided to taxpayers. Assists in securing locations for State Revenue Offices; approve all payments for monthly rents, utilities, janitorial contracts and purchases for 134 State Revenue Offices and managers’ offices. Prepares biennial and annual budgets for State Revenue offices. Works with supervisors, managers, taxpayers, and legislators to resolve issues regarding the operations of State Revenue Offices. Researches and discusses proposed legislation during the year and prepares impact statements for proposed legislation presented during legislative sessions. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of computer software. Knowledge of state budgetary, human resources, and purchasing procedures. Ability to supervise a subordinate professional and administrative support staff. Ability to analyze financial information and prepare reports. Ability to communicate with a variety of people from varied backgrounds both verbally and in writing. Ability to solve problems; the ability to handle more than one issue at a time.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration or a related field; plus seven years of more responsible experience in sales or management, including three years of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
