DFA REVENUE TAX DIVISION MANAGER

The Department of Finance and Administration (DFA) Revenue Tax Division Manager is responsible for directing the activities of excise and income tax divisions. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Directs the activities of a professional and administrative support staff through lower-level supervisors by approving hiring recommendations, reviewing performance evaluations, reviewing and approving actions recommended by subordinates, and evaluating the performance of immediate subordinates. Develops or revises methods and procedures for the administration and enforcement of operating policies and procedures, establishes division objectives, and evaluates effectiveness of programs and services provided. Monitors, reviews, and evaluates all district activities relative to budget, personnel, and work activities and runs statistical queries on the income tax databases to provide information for audit and fiscal budgetary predictions. Provides technical assistance to the different sections of income tax administration concerning software and hardware needs in order to process taxes in the most efficient manner and answers questions regarding Arkansas tax laws. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of human resource and organizational management. Knowledge of the principles and practices of accounting. Knowledge of revenue tax divisions policies and procedures. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to develop and revise operational objectives, policies, methods, and procedures. Ability to evaluate the effectiveness of programs and services. Ability to interpret applicable statutes, regulations, policies, and procedures.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, public administration, business administration, or a related area; plus five years of experience in finance, accounting, or a related area, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
