DFA REVENUE OFFICE ASST DISTRICT MANAGER

The Department of Finance and Administration Revenue Assistant District Manager is responsible for supervising and assisting county revenue offices within an assigned geographic district. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Oversees and monitors employee hiring, training, and evaluation processes in county revenue offices and is accountable for adequate staffing in each county office in the district. Supervises work activities by conducting on-site visits to county offices to ensure compliance with established laws, policies, and procedures. Analyzes productivity levels and error statistics for each office including relative growth rate, efficiency, and cash reconciliation, and prepares report to supervisor identifying problems and recommending methods of resolution. Investigates and resolves complaints with taxpayers and office employees. Monitors expenditures and assists in the development of initial biennial budget requests for district offices. Confers with business and community leaders to keep them abreast of policy and procedural implementations or revisions in existing laws. Acts as county revenue agent in absence of regularly assigned agent. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of regulations and procedures pertaining to Arkansas drivers’ and vehicle licensing and registration of revenue office services. Knowledge of bookkeeping and recordkeeping procedures. Knowledge of supervisory practices and procedures. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to research and verify information pertaining to taxes and licenses. Ability to operate standard revenue office equipment including a camera, vision testing equipment, and a computer terminal. Ability to calculate taxes, fees, penalties, and collect and account for funds. Ability to balance and reconcile cash received with transactions recorded and compile reports on daily office activity. Ability to convey and exchange information related to Revenue Department policies, procedures, and services.

Minimum Qualifications:

The formal education equivalent of a bachelors degree; plus three years of experience in providing revenue office services, document examination, bookkeeping, customer service, or a related field, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
