DFA PBAS TECHNICAL SUPPORT MANAGER

The Department of Finance and Administration (DFA) Planning, Budgeting and Administrative System (PBAS) Technical Support Manager is responsible for supervising a team in the development, implementation, and maintenance of the enterprise database applications. This position is governed by state and federal laws and agency policy.

Special Job Requirements:

Occasional out-of-state travel, on call activity, and extended work hours during critical periods are required.

Typical Functions:

Plans and directs all phases of the design and implementation of relational database applications, including data acquisition, programming, archiving, and performance optimization. Plans, directs, and schedules the work of subordinate staff involved in analyzing, planning, designing and maintaining scripts, utility programs, database applications, and connections to support the transport of external data into and out of the enterprise resource planning (ERP) system. Assists with the development and maintenance of the ERP program and develops strategies for enterprise data management. Directs the development of code for database access, modifications, and constructions including stored procedures. Analyzes the technical requirements and costs for supporting the data and information needs of the enterprise data warehouse system. Works with users to define functional specifications for system requirements and necessary modifications. Advises ERP senior management staff on short term goals and long term strategic plans. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of techniques for problem resolution and system optimization activities at the database level, the operating system level, and the application level. Knowledge of relational databases. Ability to plan and perform work in light of new or constantly changing environment. Ability to work from broad instructions. Ability to deal with complex factors not easily evaluated. Ability to educate and mentor others in the concepts, procedures, and methodologies of system administration. Ability to develop consensus among both technical and non-technical disparate factions. Skilled in current application development tools. Skilled in relational database analysis.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in computer science, information technology or a related field; plus nine years of progressively more responsible experience in database design, development, analysis, or a related field.

Required Certificates:

Must possess a valid Arkansas driver’s license.
