Typical Functions:

Provides organizational effectiveness to departments to significantly improve their capability, performance, business outcomes, and customer satisfaction. Gathers, analyzes, and presents data to organization and recommends and implements solutions that fit within the timeframe, strategic direction, and resources. Develops understanding and knowledge of the organization and builds relationships within the unit served and recommends actions to promotion organizational improvement. Assesses and improves ongoing organizational effectiveness strategies by researching and understanding best practices of the organization and evaluates and fully understands the human resources requirements of the agency. Provides a variety of organizational effectiveness services including organizational design, strategic planning, team building, and survey design and analysis. Develops specific action plans with the organization to address their particular human resources and workforce needs. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of organizational effectiveness, process improvement, strategic planning, and team building. Knowledge of organizational diagnosis, organizational design, organizational learning, and survey design and analysis. Ability to perform strong presentation and group facilitation skills. Ability to develop credibility and rapport with management. Ability to work independently.

Minimum Qualifications:

The formal equivalent of a bachelor’s degree in business administration, organizational administration, organizational development, or a related area; plus two years of experience in organizational development or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
