DFA OCSE PROGRAM MANAGER

The Department of Finance and Administration (DFA) Office of Child Support Enforcement (OCSE) Program Manager is responsible for directing a statewide administrative or programmatic function of the agency for the purpose of establishing and enforcing child support obligations. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Manages a small to medium-sized professional and administrative support staff by interviewing, hiring, assigning work, providing guidance and assistance, and evaluating the performance of incumbents. Analyzes and interprets state and federal program requirements to determine impact on agency programs and to advise personnel of appropriate actions. Directs and provides guidance and recommendations to subordinate staff in the development and implementation of child support programs to ensure establishment of appropriate goals and the plans of action to achieve these goals. Answers technical questions related to economic child support programs for state and federal agency personnel, elected officials, and the general public with regard to child support matters. Develops and recommends new and revised policies and procedures to respond to changes in program needs, objectives, and priorities and to improve program’s effectiveness. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws, regulations, and precedents regarding child support enforcement. Knowledge of legal research and writing techniques. Ability to plan, organize, and direct the work of others. Ability to research, analyze, interpret, and apply state and federal program requirements and case related information. Ability to prepare, present, and review oral and written information and reports.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in public administration, business administration, or a related field; plus five years of experience in administration or management of a program area or development and oversight of policy or of program compliance proceedings, including three years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
