DFA CAFR ACCOUNTANT

The Department of Finance Administration (DFA) Comprehensive Annual Financial Report (CAFR) Accountant is responsible for specialized work activities in support of preparation of the state's Comprehensive Annual Financial Report and the Schedule of Federal Awards and Expenditures. This position is governed by state and federal laws, Generally Accepted Accounting Principles (GAAP), and agency/institution policy.

Typical Functions:

Performs various duties in connection with the preparation of the State’s Comprehensive Annual Financial Report, in accordance with GAAP, for governmental entities from information submitted by all agencies and departments of the State of Arkansas. Performs analytical reviews of trial and individual account balances of assigned agencies, to ensure the accuracy of data and the diagnosis and appropriate corrections of problems, prior to the production of agency level financial statements and the Comprehensive Annual Financial Report. Provides technical assistance on a wide range of topics and issues related to GAAP, accounting procedures, best business practices, fiscal laws and regulations, and compliance with the Financial Management Guide to state agencies. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of GAAP. Knowledge of the Government Finance Officers Association requirements for receiving a Certificate of Excellence in Financial Reporting. Knowledge of the Arkansas Administrative Statewide Information System. Knowledge of state fiscal and budgetary laws and processes and administrative practices and procedures. Ability to communicate technical information orally, and in writing, to individuals with diverse backgrounds. Ability to analyze financial information and prepare reports. Ability to monitor and evaluate the effectiveness of accounting systems and controls, identify problems, and devise corrective actions.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting. Must be licensed as a Certified Public Accountant or meet the state’s education eligibility requirements to sit for the Certified Public Accountant exam. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
