DFA BUYER

The TSSBuyer is responsible for performing state level procurements in a variety of commodity groups, technical and general services, and providing guidance to agency procurement personnel on proper methods of procurement and guidance on procurement law, regulations, policies, and practices. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Processes complex state level procurements in a variety of commodity and service groups. Provides guidance to agency procurement personnel on proper methods of procurement in accordance with the state procurement law, regulations, policies, and practices. Reviews agency specifications and makes determination on appropriateness and analyzes various commodity and service markets for current specifications, job duties, and market trends in pricing. Guides agency evaluation committee deliberations. Negotiates with vendors on terms and conditions, pricing, and vendor performance issues. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles, practices, and procedures of public and private sector procurement. Knowledge of commodity and service market conditions and resources. Ability to review and analyze agency specifications, write solicitation documents, conduct public bid opening, evaluate vendor proposals, negotiate contract terms and conditions, award contracts, and monitor vendor performance. Ability to establish and maintain working relationships with agency procurement staff, vendors, and manufacturers. Ability to review and analyze agency procurement requirements and documents and provide guidance to agency staff, vendors, and other interested parties.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in business administration, public administration, marketing or a related field; plus one year of experience in either public or private sector procurement. OR The formal education equivalent of a high school diploma; plus six years of experience in either public or private sector procurement or a related field with three years as a buyer. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
