DDSSA MEDICAL CONSULTANT

The Disability Determination for Social Security Administration (DDSSA) Medical Consultant examines, reviews, and evaluates claimant medical records and determines if the evidence meets or equals the medical or mental criteria listed in the federal Social Security disability regulations. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Evaluates claimants’ medical and mental records and evidence to determine whether medical or mental condition meets or equals the medial criteria listed in the federal Social Security Listing of Impairments for Social Security disability benefit eligibility. Determines claimants’ physical residual functional capacity (i.e., the highest level of work- related physical, mental and/or social demands that claimants could be expected to perform) based on impairments/conditions and third party subjective evidence. Establishes the earliest medical or mental onset date of claimants’ disability by reviewing the claimants’ medical and mental records in light of acceptable medical theories, concepts, and methods, and federal Social Security disability rules and regulations. Conducts medical consultations with professional adjudicative staff by explaining medical concepts, theories, and methodologies and how these relate to the medical or mental criteria in the Listing of Impairments. Participates in training and staff development for new and current adjudicative staff. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of medical theories, concepts, and methods. Knowledge of medical terminology, procedures, anatomy, and disease processes. Knowledge of psychiatric theories, concepts, and methods. Ability to learn and understand the policies and procedures of the Social Security Administration as they pertain to disability determination. Ability to apply federal Social Security disability rules, regulations, and eligibility to complex cases. Ability to review and analyze medical evidence/records and understand information pertinent to federal Social Security disability rules and regulations. Ability to present orally and/or in writing medical and non-medical case information. Ability to analyze medical reports according to criteria and make appropriate determinations. Ability to interpret manuals, rules, and regulations. Ability to organize and present clear and concise oral and written reports. Ability to establish and maintain effective working relationship with others.

Minimum Qualifications:

Licensed by the State of Arkansas as a Physician. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
