CHIEF PARK PLANNER

The Chief Park Planner is responsible for overseeing the activities of planning specialists in the Arkansas Department of Parks and Tourism (ADPT) Planning and Development section. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Leads and coordinates the activities of a multi-disciplinary team of planning specialists in the scoping, planning, design, development, and implementation of park projects. Identifies and develops proposals and applications for the procurement of funds from various sources for capital improvement projects. Selects appropriate planning methods and procedures for assignments and prepares recommendations for design production, construction schedules, and cost requirements. Develops biennium budget requests for identified projects within the capital improvement program for parks. Prepares detailed progress reports for renovation, repair, and construction projects and grants. Presents goals and objectives of park planning activities and projects to public officials, organizations, and the public. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models. Knowledge of materials, methods, and the tools involved in the construction or repair of facilities. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions. Ability to effectively communicate in verbal and written formats.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in construction management, facilities planning, or related field, plus four years of related experience, including two years of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
