BD OF COLLECTION FIELD INVESTIGATOR

The Board of Collection Field Investigator is responsible for investigating consumer complaints against collection agencies/payday loan stores and to determine qualifications for licensing. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Reviews and investigates complaints concerning alleged violations of law regarding collection agencies/check cashing stores, locates payday loan stores throughout Arkansas and determines whether or not they are exempt from licensure. Interprets and explains collection agencies/payday loan stores laws and the accompanying rules and regulations to licensees and licenses applicants. Provides technical assistance and information for consumers and staff regarding application procedures or interpretation of collection agencies/payday loan stores board policies and rules. Reviews and processes license applications by performing reviews of licensees’ financial records to ensure compliance with law, submits applications to the board for approval, prepares new and renewed license certificates, and sends license certificates to licensees. Maintains data base of licensees. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of FDCPA (Fair Debt Collection Practices Act) Rules and Regulations. Knowledge of Arkansas Code Annotated. Knowledge of Arkansas State Board of Collection Agencies Rules and Regulations. Knowledge of payday loan store rules and regulations. Knowledge of principles and practices of debt collections. Knowledge of general collection agency practices and procedures. Knowledge of investigative techniques and requirements to open, process, and close cases. Ability to conduct interviews, compile and analyze information, and prepare and present oral and written information, reports, and testimony. Ability to communicate with board members, consumers, and licensees. Ability to interpret and apply regulations, practices, and procedures.

Minimum Qualifications:

The formal education equivalent of a high school diploma; plus three years of experience in the collection agency/payday loan field or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
