BANK EXAMINER MANAGER

The Bank Examiner Manager is responsible for serving as a regional or unit supervisor and reviewing the activities of field examination groups. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency/institution policy.

Typical Functions:

Assigns examination responsibilities and instructs team members in examination procedures. Coordinates and resolves problems between staff and bank officials as Examiner-in-Charge. Analyzes loan policy and loan portfolio to determine loan quality, risk, adequacy of documentation, and compliance with applicable laws and regulations. Discusses individual lines of credit with bank management and assigns risk classification to loans supporting adverse classifications in writing. Monitor and evaluate the training and performance of examiners assigned to the group in determining both timely promotion of examiners and the attendance and completion of schools by these examiners. Assists Examiner-in-Charge (EIC) by interpreting banking laws and regulations and attending board meetings of entity under examination. Conducts exit interview with bank management detailing findings of examination and recommending corrective measures when deficiencies are noted. Investigates applications for new bank charters, bank acquisitions, branch facilities, and regional acquisitions to determine feasibility. Reviews preliminary findings of team examiners and compiles final examination report assigning overall risk classification for bank holding companies. Reviews monthly and quarterly reports to assess overall quality of financial institutions. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of accounting. Knowledge of state and federal banking rules, regulations, and laws. Knowledge of bank operations and commercial lending practices. Knowledge of economic conditions affecting the state’s industrial, commercial, agricultural activities, and related bank lending practices. Knowledge to effectively participate in departmental policy formulation and strategic planning. Ability to evaluate economic conditions and financial and management practices, classify risk, and assign regulatory ratings. Ability to provide consultation and advice to management of “problem” banks and monitor the bank’s progress toward correcting deficiencies. Ability to assign and coordinate work activities and monitor the performance of subordinates. Ability to resolve issues of personnel conflicts within the examination groups. Ability to prepare and present written reports of examination findings and review and edit examination reports prepared by team members.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, economics, business administration, public administration or a related field; plus five years experience in banking or bank examination including two years as a Bank Senior Examiner. Must be certified as a Senior Bank Examiner. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
