ATRS ASSOCIATE DIRECTOR OF OPERATIONS

The Arkansas Teacher Retirement System Associate (ATRS) Director of Operations is responsible for providing direction and coordination of lower-level managers within the Benefits, Counseling and Membership, Preretirement Education and Data Processing Departments. This position is governed by state and federal laws and agency policy.

Typical Functions:

Develops policies and procedures and evaluates program effectiveness; provides feedback regarding needs, improvements, and accomplishments. Serves as technical resource, conducts meetings, and reviews and develops project plans. Responds to requests for information by researching and analyzing data, conducting special studies, and preparing and presenting proposals, correspondence and reports. Supervises subordinates including interviewing, hiring, training, evaluating performance, and terminating personnel. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state retirement systems, information technology infrastructure and computer languages. Knowledge of organizational management. Knowledge of agency policy and procedures. Knowledge of state budgetary, human resources, and purchasing procedures. Ability to supervise a subordinate professional and administrative support staff. Ability to read, analyze and interpret technical journals, financial reports and legal documents. Ability to effectively present information to staff, management or groups.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, general business, business education, public administration or a related field; plus six years of experience in administrative services, personnel management or a related field, including four years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
