ATRS ASSOCIATE DIRECTOR FISCAL AFFAIRS

The Arkansas Teacher Retirement System (ATRS) Associate Director Fiscal Affairs is responsible for directing the accounting department of the agency. This position is governed by state and federal laws and agency policy.

Typical Functions:

Develops and disseminates objectives, policies, and procedures for accounting, budgetary, travel, purchasing, and other administrative systems to ensure compliance with current laws, regulations, and agency goals. Prepares legislative budget requests and monitors state budget amounts for the agency. Provides financial and budgetary information to agency management and Board of Trustees. Ensures agency compliance with state purchasing rules and regulations. Supervises subordinates including interviewing, hiring, training, evaluating performance, and terminating personnel. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state government finance and purchasing rules, state government travel regulations, public retirement systems, generally-accepted accounting principles, certain IRS tax rules, and government financial statement principles. Knowledge of Arkansas teacher retirement laws and regulations. Knowledge of principles and practices of state budgetary, human resources, and purchasing procedures. Ability to supervise a subordinate professional and administrative support staff. Ability to interpret laws, regulations, and principles and develop applicable policies and procedures. Ability to prepare, review, analyze, and approve reports, budget recommendations, purchase requests, and expenditures. Ability to prepare and present information verbally and in writing. Ability to solve complex problems, develop improvements to work processes, and achieve goals.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting; plus six years of experience in the accounting field, or a related area, including three years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Required Certificates:

Licensed as a Certified Public Accountant.
