The Arkansas State Police (ASP) Deputy Director/Lieutenant Colonel is responsible for the
oversight and direction of the major divisions within the state police as approved by the
Director. This position is governed by state and federal laws and regulations and
agency policies and procedures.

Typical Functions:

Directs the activities of a large public safety services agency by addressing daily issues as well as long term operational and administrative issues. Oversees the development and implementation of appropriate change or creation of uniformed departmental directives, policies, and procedures that affect the department. Oversees the administration of the agency’s performance evaluation system that ensures commensurate work behavior as defined by agency job standards and state human resource rules and regulations. Oversees the disciplinary proceedings for commissioned and non-commissioned personnel by reviewing case files and consulting with appropriate staff and management to ensure proper assessment prior to submission to the Director for final review and disposition or additional judicial processes as dictated by departmental policy. Directs and oversees the department’s fiscal and budgetary operations to ensure the appropriate balanced funding within state and federal guidelines. Reviews and recommends proposed legislation, testifies before legislative subcommittees, monitors and tracks legislation, and ensures the appropriate dissemination of new legislation that involve the agency. Assists the Director and Administrative Services Commander in the final stages of reviewing, interviewing, and recommending trooper recruits for hire, while adhering to state and federal employment laws, rules and regulations. Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of human resource and organizational management. Knowledge of the criminal justice system. Knowledge of state and federal criminal laws. Knowledge of law enforcement practices, procedures, and standards. Ability to establish comprehensive organizational systems and programs and to direct operations through subordinate managers. Ability to interpret and apply the provisions of laws, rules, or regulations. Ability to present expert testimony in a court of law. Ability to mediate differences or conflicts between individuals, groups, or other organizations. Ability to prepare detailed reports and narratives and to make oral presentations to large groups. Skilled at firing a weapon proficiently and consistently as required by department standards.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in criminal justice, public administration or a related field; plus nine years of progressively more responsible experience in law enforcement operations which includes time in grade as defined by departmental policy, and including five years in a professional managerial capacity.

Required Certificates:

Must be certified as a Law Enforcement Officer by the Commission on Law Enforcement Standards and Training in accordance with ACA 12-9-106. Must possess a valid Arkansas driver’s license.
