AR TOWING & RECOVERY BOARD DIRECTOR

The Arkansas (AR) Towing and Recovery Board Director is responsible for supervising all agency personnel and preparing and submitting annual and biannual budgets. This position is governed by state and federal law and agency/institution policy.

Typical Functions:

Supervises a small administrative support staff by recommending employees for hire, training, assigning tasks, and reviewing work, and provides direction, policies, and goals for the management of the agency. Prepares and submits annual and biannual budgets, and monitors and maintains financial statements for expenditures for agency appropriation. Researches and analyzes data pertaining to work programs and agency goals and objectives, prepares reports explaining findings, and gives recommendations. Interprets agency administrative directives, policies, and procedures to ensure consistent application. Attends workshops and meetings to stay abreast of the trends in applicable areas. Provides information, assistance, and clarification to interested parties concerning agency policies and procedures. Reviews, answers, and prepares correspondence relating to agency programs. Prepares financial information and compile the annual and biannual budgets. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of both federal and state laws and regulations concerning the towing industry. Knowledge of the towing industry. Knowledge of general accounting procedures and principles. Knowledge of human resources and organizational development. Ability to communicate in oral and written form. Ability to plan, organize, and give instructions to subordinates regarding work assignments. Ability to prepare, present, and review oral and written information and reports. Ability to interpret safety rules, operating/maintenance instructions, and procedure manuals. Ability to read, analyze, and interpret business manuals, technical procedures and governmental regulations.

Minimum Qualifications:

The formal equivalent of a bachelor’s degree in finance, business administration, public administration, or a related field; plus one year of supervisory experience required. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
