AETN OUTREACH DIVISION DIRECTOR

The Arkansas Educational Television Network (AETN) Outreach Division Director is responsible for directing the services of the marketing division of Arkansas Educational Television Network. This position is governed by state and federal laws and agency policy.

Typical Functions:

Directs the activities of a medium-sized professional and technical staff through lower-level supervisors by interviewing, hiring, training, evaluating the performance of supervisors, and approving hire recommendations of supervisors. Oversees the operation of the marketing division by developing and monitoring advertising and operational budgets, determining division goals and objectives, and developing and implementing work procedures. Develops and maintains relationships with print and electronic media representatives and other educational agencies to formulate and finance reciprocal advertising/promotion campaigns, such as press conferences, media buys, or production of cooperative advertising materials. Conducts market studies to determine feasibility of proposed print and broadcast promotional/advertising projects. Oversees the production of monthly program guide by editing narrative sections of program guide, approving initial lay out and design format, and coordinating with outside vendors for final printing. Reviews and approves/edits printed video and audio promotional materials and reviews and approves requests from other divisions for special promotional materials. Oversees production of other promotional materials to determine compatibility to agency mission statement and compliance with current policies and regulations. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of marketing. Knowledge of marketing research techniques. Knowledge of the principles and practice of human resources organizational management. Knowledge of Federal Communication Commission (FCC) rules and regulations for broadcast operations. Knowledge of broadcasting operational theory and standards. Ability to plan work unit objectives, operational activities, and assign and direct the work of subordinate supervisors. Ability to coordinate promotional activities with other divisions and outside sources. Ability to analyze and evaluate information. Ability to prepare and present oral and written information and reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in marketing, advertising, broadcasting, communications, public administration, or a related field; plus five years of progressively more responsible experience in marketing, broadcasting, or advertising, including two years in a managerial or supervisory capacity.
