ADVA DIVISION MANAGER

The Arkansas Department of Veterans Affairs (ADVA) Claims and Appeals Division Manager is responsible for the overall operations of the Claims and Appeals Division and Veterans Outreach Program. This position is governed by state and federal laws, and agency/institution policy.

Special Job Requirements:

Frequent in-state travel is required. Some out-of-state travel is required.

Typical Functions:

Directs the activities of a professional and administrative support staff through lower level managers including interviewing applicants, approving hire recommendations, and evaluating and reviewing work performance of incumbents. Creates curriculum and trains all Veterans Service Officers to research laws, regulations, court cases, and medical records in preparation of claims and appeals determinations. Serves as agency liaison to the United States Department of Veterans Affairs (VA) in relation to VA programs and attends quarterly meetings to resolve claims and appeals issues. Writes oral arguments and presents testimony to federal judges at the Board of Veterans Appeals. Participates in ADVA strategic planning related to Claims and Appeals Division. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of veterans programs and benefits. Knowledge of state and federal laws, rules, regulations, and procedures pertaining to veterans claims and appeals processes. Knowledge of organizational, human resources, and personnel management. Knowledge of computer systems and applications. Ability to prepare budgets and monitor expenditures. Ability to interpret and apply laws, policies, and procedures. Ability to prepare and present oral and written information and reports. Ability to develop and revise program curriculum and implement training programs. Ability to plan, organize, and oversee the work of subordinates. Ability to interpret medical documentation. Skills in analytical writing and presentation.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in education, social work, public administration or a related field; plus five years of experience in veterans services, social work, education or a related field, including one year in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Required Certificates:

Must be an accredited veterans service officer or obtain accreditation within one year of hire. Certified by the Veterans Administration as an honorably discharged veteran with military service during armed conflict, as established by Congress in accordan
