ADVA CHIEF FINANCIAL OFFICER

The Arkansas Department of Veterans Affairs (ADVA) Chief Financial Officer (CFO) is responsible for overseeing all financial operations within the agency. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency policy.

Typical Functions:

Directs the activities of a professional and administrative support staff through lower level managers including interviewing applicants, approving hire recommendations, and evaluating and reviewing work performance of incumbents. Develops internal financial regulations ensuring compliance with the Department of Finance and Administration (DFA) financial management guide and generally accepted accounting principles. Develops the financial portion of biennial budget and annual operating plan and performs budgetary and financial accounting for future Veterans’ Home projects. Reviews and approves all agency contracts, purchase orders, and accounts payable transactions. Performs strategic planning and financial forecasting in support of agency goals and objectives. Audits agency financial records for accuracy and compliance and performs risk assessments. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of Generally Accepted Accounting Principles and Practices. Knowledge of principles and practices of fiscal management, including budget development, purchasing, and asset management. Knowledge of state and federal laws, rules, and regulations governing financial, organizational and human resource management. Ability to prepare budgets and monitor expenditures. Ability to interpret and apply laws, policies, and procedures. Ability to perform cost-benefit analysis and cost accounting. Ability to produce accurate financial reports and forecasts. Ability to prepare and present oral and written information and reports. Ability to plan, organize, and oversee the work of subordinates. Skill in advanced analytical and financial management.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, business administration or a related field; plus six years of progressively more responsible experience in accounting, financial management, fiscal operations, budgeting or a related field, including three years in a professional managerial capacity.
