ADPHT REGIONAL PARK SUPERVISOR

The Arkansas Department of Parks and Tourism (ADPT) Regional Park Supervisor is responsible for the general direction and management of state parks within an assigned region, including reviewing and recommending budgets, conducting on-site inspections to monitor operations, developing long and short-term operational plans, and supervising a large professional staff directly and a large technical, administrative, and service staff indirectly. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Serves as a member of park master planning teams for each park in the district to develop long and short-range operational plans for reaching visitation goals, resource management, public education, or other goals established for those parks. Reviews and approves individual park budgets to ensure that projected income and expenditures are reasonable and in conformance with the park’s operational plans and goals, compiles and submits regional budget for approval, and monitors actual revenues and expenditures to ensure efficient fiscal management and prevent overspending. Conducts on-site inspections of parks to monitor operations, investigates concerns, and ensure park maintenance and upkeep is in compliance with department standards. Reviews and prioritizes requests for capital improvement projects, writes or arranges for the writing of specifications, and stays abreast of the status of projects that are underway. Participates in activities designed to promote parks and ensure good public relations by providing information, assistance, and advice on planning park brochures, news releases, and public presentations. Oversees law enforcement activities in the parks, reviews park incident reports, advises on corrective action where appropriate, and responds to emergency situations as appropriate. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of organizational, human resources, and property management. Knowledge of state and federal laws governing park operations. Knowledge of public safety practices and procedures. Knowledge of state budgetary and accounting procedures. Knowledge of the principles of hospitality, restaurant and retail operations. Ability to plan work unit objectives and operational activities and to assign and direct the work of geographically dispersed subordinate supervisors. Ability to manage the business and law enforcement activities of a recreational facility and to evaluate the effectiveness of operations. Ability to make public speaking presentations and to coordinate activities of diverse groups. Ability to prepare, review, and analyze financial data, financial reports, and statements. Ability to organize and present oral and written reports of findings and recommendations.

Minimum Qualifications:

The formal educational equivalent of a bachelor’s degree in park administration, parks and recreation management, natural science, or a related field; plus six years of experience in park activities, including three years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
