ADH TOBACCO SETTLEMENT COMN DIRECTOR

The Tobacco Settlement Commission Director is responsible for monitoring and developing performance accountability measures for state tobacco funded programs. This position is governed by state and federal law and agency/institution policy.

Frequent in-state travel required.

Typical Functions:

Supervises operations of the Commission by developing policies and procedures, coordinating activities for external evaluation, establishing meeting schedules and timetables, and managing commission staff. Develops accountability and reporting mechanisms for agencies and/or entities receiving settlement funds and creates mechanisms for reporting findings to the General Assembly. Monitors fiscal stewardship and evaluation of tobacco settlement funded programs. Assists with preparation of biennial report and funding recommendations to Governor and General Assembly. Prepares quarterly reports and disseminates information related to tobacco settlement. Tracks programmatic outcomes monthly. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and techniques. Knowledge of tobacco settlement funded programs. Knowledge of public health administration. Knowledge of tobacco related health issues and risk factors. Knowledge of community programs, grant writing, and fiscal protocols. Ability to prepare reports and accountability measures. Ability to communicate both orally and in writing. Ability to make public presentations.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public health, or related field; plus four years of experience in public health, health administration, or a related area, including two years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
