ADH REGIONAL DIRECTOR

The Arkansas Department of Health (ADH) Regional Director is responsible for overseeing all health operations within the assigned geographic region. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a medium sized staff by interviewing, hiring, and evaluating the performance of employees in the regional management team. Monitors and evaluates health programs in assigned region to ensure program operational goals and priorities are attained and congruent with overall agency goals. Evaluates changes in the clinical, and environmental services delivered through the region’s local health units. Recommends changes to local health units as needed for compliance with laws and regulations. Emphasizes prevention as a key role of public health and assures that public health leaders in the region are knowledgeable about core public health functions. Oversees the region’s emergency preparedness apparatus and assures a continuous state of readiness. Develops strategic plans for assigned region based on current public health trends. Interprets state and federal laws and regulations and clarifies agency policies and directives. Develops public health policy for the region and participates in the development of public health policy for the state. Oversees the preparation and management of the region’s annual and biennium budgets. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of public health. Knowledge of strategic and program planning. Knowledge of state and federal laws, rules, and regulations applicable to the services and programs provided in the public health region. Ability to set goals and priorities and provide clear directions to subordinates. Ability to manage multiple budgets and assess needs for additional resources.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in health education, health care administration, or a related field; plus five years of experience in health administration, including three years of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
