ADH HOSPITAL & REGULATORY MANAGER

The Arkansas Department of Health (ADH) Hospital & Regulatory Manager is responsible for ensuring compliance with civil rights laws and administers the activities of the Office of Employee Relations. This position is governed by state and federal law and agency/institution policy.

Typical Functions:

Directs the administrative and personnel activities of a medium-sized office by approving or disapproving staffing recommendations, evaluating performance, and managing resources. Determines office operational goals and priorities. Monitors and evaluates programs to ensure objectives and standards are established, attained, and congruent with overall agency goals. Interprets state and federal laws and regulations and clarifies agency policies and directives. Ensures compliance with federal regulations, state laws, and department policies. Monitors program effectiveness and cost analyses. Forecasts program service needs and budget, writes grants and obtains program funding. Prepares supporting financial reports and documents. Reviews a wide variety of reports regarding services, staffing, equipment, incidents, and problems. Develops and directs implementation of programs and/or policies to correct identified deficiencies, comply with state or federal requirements, and improve the quality of services. Ensures compliance with regulations or policy and determines staff or equipment needs. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of public health program policies, practices, and procedures. Knowledge of state and federal human resources laws, policies, and procedures. Knowledge of the principles and techniques of organizational and systems analysis. Ability to compose and edit correspondence, reports and other documents. Ability to project and monitor program expenditures and prepare budgets. Ability to supervise employees, administer work plans, and evaluate progress.

Minimum Qualifications:

The formal education equivalent of a master’s degree in public administration, general business, or related field; plus five years of work-related experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
