ADH HIT TECHNICAL DIRECTOR

The Health Information Technology (HIT) Technical Director works under general direction and is responsible for oversight of all technical implementations required to exchange data for the State Health Alliance for Records Exchange (SHARE). This position is governed by the state and federal laws and agency/ institution policy.

Typical Functions:

Manages the various components of the State Health Alliance for Records Exchange (SHARE), the statewide health information exchange, including technical vendor relations; leads in the development of the technical requirements for the implementation phase of SHARE. Directs the activities of a technical staff by interviewing, hiring, terminating and evaluating staff performance; supervises staff and contractors responsible for systems design/architecture, data security, data processing, data quality protocol and technical implementation. Manages technical resources within budget and project schedule; complies with and helps to enforce standard policies and procedures; negotiates vendor contracts and manages vendor interaction and expectations regarding development efforts and communicates effectively with vendors to identify needs and evaluate alternative technical solutions; creates and executes development plans and revises as appropriate to meet changing needs and requirements; ensures technical teams contribute to the code library; manages the technical risks throughout a project and owns the development lifecycle; provides technical direction for the development, design, and system integration for client engagement from definition phase through implementation. Conducts site surveys; participates in and assists with information security audit requirements. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws, government regulations and agency rules related to health information data exchange. Knowledge of the State Health Alliance for Records Exchange (SHARE). Knowledge of data processing programming methods, concepts, and standards. Knowledge of certificate authorities. Knowledge of health language 7 (HL-7) interface development and Consolidated Clinical Data Architecture (CCDA) exchange. Knowledge of cyber security regulations (i.e., HIPAA, HITECH). Knowledge of information security risk assessments. Knowledge of Microsoft Office (Word, Project, Excel and PowerPoint and Visio). Knowledge of state government operations and structures. Knowledge of state budgetary, purchasing, human resource and fiscal management practices. Knowledge of program operations and services. Ability to direct and manage various components of an integrated health information system. Ability to analyze complex problems, interpret operational needs, and develop integrated, needs-based solutions. Ability to work effectively with a wide range of technical contractor and users internally and externally. Ability to plan, organize and direct the work of a technical staff. Ability to communicate both orally and in writing. Ability to direct, plan, and implement policies, objectives, and activities of the program. Ability to prepare, review, and submit reports concerning activities, expenses, budgets, security risk audits and other items affecting the program. Ability to utilize information technology programs and products.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in computer science, public administration, healthcare administration, public health or a related field; plus six years of progressively more responsible experience in operational management, technology based project management, network and/or information technology systems design at an operational level, including healthcare information technology, HL-7 interface development, technical requirements planning, project management and mapping information technology processes, including four years in a managerial capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
