ADH DIR ENGINEERING

The Arkansas Department of Health (ADH) Director of Engineering is responsible for overseeing all activities of the Compliance and Enforcement Program and ensuring that all rules, regulations and policies and followed by the agency. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises the Operator Certification Program. Supervises staff and evaluates their performance. Conducts outreach to regulated community and city government officials, legislators, and the public. Supervises the preparation of the annual/biannual budget for all Program activities. Provides general direction to all program technical assistance activities. Responds to emergencies and monitors security reports from the federal government. Reviews and approves requests for purchase of supplies, equipment, and training. Interprets rules, regulations, and policies. Evaluates programs’ performance of work unit’s activities.

Knowledge, Abilities, and Skills:

Knowledge of state budgetary, human resources, and purchasing procedures. Knowledge of environmental engineering theory and principles. Knowledge of state and federal public health laws and regulations. Knowledge of construction plans and designs. Ability to analyze environmental engineering problems and recommend solutions to resolve them. Ability to develop public health plans, policies, and regulations regarding water and wastewater systems. Ability to provide technical assistance to local, state, and federal officials regarding environmental health engineering problems. Ability to review construction designs and plans for control of sanitation or pollution problems. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinates. Ability to supervise the inspection of facilities to determine compliance with state public health or pollution laws and regulations.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in engineering or a related field; plus five year’s of prior experience, including two years of supervisory experience in engineering or a related field. Must be licensed as a registered professional engineer by the State Board of Registration for Professional Engineers and Land Surveyors. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
