Typical Functions:

Develops and implements policies and procedures affecting administrative functions of departmental programs. Ensures compliance with state and federal rules and policies governing administrative functions. Provides leadership in development of annual and biennial budgets and works through legislative process to ensure timely review and adoption. Develops and maintains key relationships at a state and local level and with policymakers at national level. Directs supervision of staff, including managers with administrations offices of Human Resources, Office of Finance, Information Technology, Internal Audit, and Facilities Management. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state accounting, budget, personnel, and purchasing laws. Knowledge of the legislative process. Knowledge of business research principles, processes, and techniques. Knowledge of supervisory principles and practices. Knowledge of policies and procedures. Knowledge of organizational skills and practices. Ability to communicate effectively orally and in writing. Ability to read and interpret safety rules, operating/maintenance instructions and procedure manuals. Ability read and comprehend scientific and technical literature. Ability to analyze and research. Ability to understand, prepare and present analytical and financial data.

Minimum Qualifications:

The formal education equivalent to a bachelor’s degree in business administration, public administration, management or a related field; plus ten years of progressively more responsible administrative and operational experience, including five years in a professional managerial capacity.
