ADEQ ASST AIR/WATER DIVISION MANAGER

The Arkansas Department of Environmental Quality (ADEQ) Asst Air/Water Division Manager is responsible for planning and directing engineering activities and programs of the Air/Water Division for ADEQ and for providing technical assistance relating to agency policy and regulations. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a medium to large professional staff by interviewing, recommending for hire/termination, training, assigning and reviewing work, counseling, and evaluating the performance of incumbents. Develops, reviews, and revises technical inspection standards and guidelines to ensure compliance with all agency, state, and federal regulations; develops plans and initiates engineering programs such as permitting, inspections, monitoring, and/or training programs. Reviews staff engineering reports, identifies problem areas, and plans corrective actions; reviews planning documents and engineering designs for construction or renovation and recommends improvements. Consults with public officials, consulting engineers, and architects concerning design recommendations for design modifications for projects. Inspects sites to verify compliance with plans, specifications, and state and federal regulations during all phases of construction. Plans and directs technical studies and surveys as needed by the agency or public and reviews all correspondence before mailing to ensure consistency of agency policies, standards, and regulation interpretations. Attends and may testify at public hearings regarding projects. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of engineering relating to the work performed. Knowledge of supervisory practices and procedures. Knowledge of construction plans and designs. Knowledge of state and federal laws and regulations governing the field of engineering. Ability to plan, organize, and direct the work of subordinates. Ability to inspect structures to determine compliance with regulations. Ability to prepare and present technical information verbally and in writing. Ability to design and draft construction plans and write specifications.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in engineering, biology, chemistry, environmental science, or a related field; four years of experience in environmental programs, or a related field; including two years as a registered professional engineer. Must be licensed as a registered professional engineer by the Arkansas State Board of Professional Engineers and Land Surveyors in accordance with ACA 17-27-302. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
