ADEM PROGRAM MANAGER

The Arkansas Department of Emergency Management (ADEM) Program Manager is responsible for all programmatic aspects of various state and federal programs. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

Twenty-four hour constant on-call duty is required.

Typical Functions:

Supervises branch staff and completes annual evaluation reports. Conducts quarterly reviews, site inspections, and audits, to ensure program compliance. Prepares and monitors Governor Proclamations to ensure proper funding requirements for programs and costs shares. Provides state support for project identification activities to include project formulation and validation. Requests grant funding in accordance with project eligibility requirements and documentation requirements for sub-grantees. Ensures all state and federal programs are in compliance with all laws, regulations and policies. Works with disaster applicants to resolve disaster related needs. Works with Federal Emergency Management Agency (FEMA) officials as necessary to resolve problems with projects and/or applicants and the processing of project extensions. Makes recommendations to FEMA on appeals and alternate project requests. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the state Emergency Operations Center (EOC) procedures. Knowledge of basic accounting principles. Knowledge of grant management principles. Knowledge of computer applications. Knowledge of all levels of emergency management. Knowledge of the principles and practices of organizational management. Ability to prepare and interpret financial reports and statements. Ability to plan and prepare quarterly progress reports. Ability to achieve agency training requirements within time allotted.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public administration, business administration, or a related field; plus four years of experience in program organization and administration, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
